What is WB State Emergency Relief Fund?
West Bengal State Government Finance Department Budget Branch on date 23rd March 2020 vide Notice number No. – 50-SB(SM)-20 has constituted the WBSERF. This constitution of WBSERF Is an urgent step to provide relief and assistance for combating emergencies that are not related to the natural disaster. During the formation, the whole of India is suffering badly due to pandemic COVID -19. Thus, it can be seen as an immediate step that can help the needy in this time of distress. But please know that the assistance through this fund is not limited for COVID – 19 effected but also for these types of unforeseen emergencies if it occurs in the future.

How will WBSERF help the West Bengal Govt?
WB State Emergency Relief Fund or WBSERF shall help the Government of West Bengal in the following ways –
- Provide relief to the people affected by emergency situations.
- Assist the State Government for the creation/up-gradation of infrastructure and other logistics to cope with the emergency.
- Provide funds for transportation and rehabilitation for persons affected by the emergency.
- To provide funds for mass awareness among the public about the emergency and ways to prevent it.
- Provide funds for R&D/ development of newer methods/techniques for effectively coping with the emergency.
- any other aspects related to prevention and control of situation arising out of emergency
Who can contribute to WB State Emergency Relief Fund?
WBSERF shall be operated by the Finance Department of West Bengal Government. Joint Secretary, Finance will act as the Nodal Officer for managing the contributions received under the fund. With regard to contributions, WB State Emergency Relief Fund Contributions in the form of cash and kind can be received from –
- Donations/contributions from Charitable Institutions/ Organizations/ Trusts and individuals.
- Contribution from the State and Central Public Sector Companies.
- Contribution from the Private Sector Companies.
- Any other source as may be deemed appropriate.
Who will manage the WBSERF?
Since the purpose of the constitution of WBSERF is purely for relief purposes, hence the Government of West Bengal in order to maintain transparency has decided that the fund will be audited by a Chartered Accountant firm empanelled by the Accountant General, West Bengal. Further, the amount for allocation for specific purposes shall be decided by a Committee to be known as the West Bengal State Emergency Relief Fund Management Committee. The Committee will comprise of –
- Chief Secretary to the Government of West Bengal, – Chairman
- Secretary to the Government of West Bengal, Finance Department – Member will act as convener,
- Secy. to the Government of West Bengal, Home Department – Member
- Secretary to the Government of West Bengal, Disaster Management and
- Civil Defence Department – Member
