Why was the PM Garib Kalyan Yojana Launched?

Government of India launched PMGKY scheme providing an opportunity to declare unaccounted wealth and black money in a confidential manner and avoid prosecution after paying a fine of 50% on the undisclosed income. An additional 25% of the undisclosed income is invested in the scheme which can be refunded after four years, without any interest. Now, the income which is disclosed and voluntarily disclosed to the Government shall be utilised to provide the reflief pacakage to the citizens of India during the time of stress. It is solely for this purpose, that Government of India has launched this scheme.

Pradhan Mantri Garib Kalyan Package गरीब कल्याण योजना

Now, as the country is in a lockdown until 3rd May 2020, in this situation the Government of India has taken measures to help the poorest of the poor, with food and money in hands, so that they do not face difficulties in buying essential supplies and meeting essential needs. In this regars, the Union Finance & Corporate Affairs Minister Smt. Niramla Sitharaman announced Rs 1.70 Lakh Crore relief package under Pradhan Mantri Garib Kalyan Yojana for the poor to help them fight the battle against Corona Virus.   • Insurance cover of Rs 50 Lakh per health worker fighting COVID-19
  • 80 crore poor people will get 5 kg of wheat or rice and 1 kg of preferred pulses for free every month for the next three months
  • 20 crore women Jan Dhan account holders to get Rs 500 per month for the next three months.
  • Increase in MNREGA wage to Rs 202 a day from Rs 182 to benefit 13.62 crore families
  • An ex-gratia of Rs 1,000 to 3 crore poor senior citizen, poor widows and poor disabled
  • Government to front-load Rs 2,000 paid to farmers in the first week of April under existing PM Kisan Yojana to benefit 8.7 crore farmers.
  • Central Government has given orders to State Governments to use Building and Construction Workers Welfare Fund to provide relief to Construction Workers.

Insurance scheme for COVID-19 health workers

  • Safai karamcharis, ward-boys, nurses, ASHA workers, paramedics, technicians, doctors and specialists and other health workers would be covered by a Special insurance Scheme.
  • Any health professional, who while treating Covid-19 patients, meet with some accident, then he/she will be compensated with an amount of Rs 50 lakh under the scheme.
  • Approximately 22 lakh health workers would be provided insurance cover to fight this pandemic.

PM Garib Kalyan Ann (अन्न) Yojana

  • 80 crore individuals, i.e, roughly two-thirds of India’s population would be covered under this scheme.
  • Each one of them will get the double of their current entitlement over the next three months. This would be completely free of cost.

1 kg Pulses per family

  • To ensure adequate availability of protein to all the above mentioned individuals, GOI of India will provide 1 kg Pulses per family free of cost.

Pradhan Mantri Garib Kalyan Yojana for Farmers

  • Farmers will get the first installment of Rs 2,000 due in 2020-21 in April 2020 itself under the PM KISAN Yojana.
  • It would cover 8.7 crore farmers

PM गरीब कल्याण योजना Cash Transfer

  • A total of 20.40 crores PM Jan Dhan Yojana women account-holders shall receive an ex-gratia of Rs 500 per month for next three months into their accounts.

PMGKY Free Gas Cylinder Ujjwala Scheme

  • Under this scheme, 8 crore poor families or BPL families for the next three months will get LPG Cylinder free of cost.

PMGKY EPF Contribution

  • To lessen the burden on the Wage earners and to prevent disruption in the employment, GOI proposes to pay 24 percent of the monthly wages into their PF accounts for next three months.
  • The wage earnings should be below Rs 15,000 per month in businesses having less than 100 workers.

PM Garib Kalyan Scheme on Old Aged / Disability Pension

  • Government will give Rs 1,000 to Old Aged / Disability Pensioners during next three months in two installments.
  • 3 crore aged widows and people in Divyang category will be benefitted.

MNREGA Wage Enhancement under प्रधान मंत्री गरीब कल्याण योजना

  • Govt of India has increased the MNREGA wages by Rs 20 with effect from 1 April, 2020.
  • This will benefit approximately 13.62 crore families.

PM Garib Kalyan Yojana on Self-Help groups

  • Since Self Help Groups associated Women through 63 lakhs Self Help Groups (SHGs) support nearly 6.85 crore households. Therefore to strengthen their financial status, GOI has enhanced the Limit of collateral free from Rs 10 to Rs 20 lakhs with immediate effect.

EPFO Regulations Amended PM गरीब कल्याण योजना

  • Government has decided to amend EPFO Regulations to allow non-refundable advance of 75 percent of the amount or three months of the wages, whichever is lower, from the accounts of the subscriber.
  • The Four Crore Workers Family can take benefit of this option.

PMGKY on Building and Other Construction Workers

  • Central Govt has directed the State Governments will use the Welfare Fund to provide relief to the affected due to the COVID-19 lockdown.
  • State governments will utilize this fund to provide assistance and support to these workers to protect them against economic disruptions.
  • 3.5 Crore registered workers will get the benefit.

District Mineral Fund in PM Garib Kalyan Yojana

  • Central Government has allowed the State Government to utilise the District Mineral Fund (DMF) for treatment and preventing the spread of CVID-19 pandemic.
